To the Editor:
May I address this letter to any interested parties, in particular Mayor David Flanary and Mr. Robert Fowler.
I am new to this issue, having just read your notice of 2/4/10 (in Mr. Thrifty) regarding the village wastewater treatment project and proposed $8,000,000 worth of federal funds. Considering the nearness (Feb. 23) of your application for funding, and with all due respect, I hope you don’t mind my submitting the following questions as an open letter:
1. When and to what extent was the last upgrade of the Carrollton Wastewater Treatment Plant (CWTP)?
2. Has there been any interest or vision to pay for this project by private funds or with all local funds, and have there been any attempts to find a way to pay for this with all local funds?
3. Could the Village of Carrollton (VOC) devise a plan to upgrade the CWTP totally with private and local funds and do the work in increments (or phases)?
4. According to your present plan, will federal funds be sought for 100% of the CWTP renovation.
5. How does the 8 million dollars you plan to seek compare to the cost for the VOC street and downtown renovation a few years ago?
6. Ultimately, is the Environmental Protection Agency driving this project and demanding a prompt and complete renovation.
7. What if the VOC denied itself the federally-funded way and instead proposed a locally-funded 5-year or 10-year plan, for example? Would the EPA allow this?
8. Would the EPA allow the VOC to do the work in phases, if the village is able to pay with funds only from local sources?
As you may gather, I am searching for and encouraging a non-socialistic method to fund your project.
