Cuts beginning to hurt Victim  Assistance

Cuts in federal and state funding are trickling down to the county level.

Carroll County Victim Assistance Director Karin Taff told commissioners last week both the Victim of Crime Act (VOCA) and the State Victim of Crime act have been cut for the 2008-09 funding year which translates into a layoff in the department.

Last year, the VOCA grant totaled $58,748. This year it was cut down to $52,872. The county program received $8,397 last year, which has been reduced to $7,557 this year.

The cuts translate into a decrease in the match county commissioners provide for the program.  Taff said last year’s match of $18,082 has been reduced to $16,033.

“By the first of the year one person from Victim Assistance will be laid off due to cuts in funding,” she said. “This is happening across the state to all funded programs.”

Taff said she has adequate funds for the employee to work one day per week until the end of the year.

In other business, commissioners:
-SIGNED an agreement with Carroll County Family and Children First (FCFC) designating the county as its administrative agent. Marjorie Carrothers, FCFC coordinator, said the agreement is a formality and must be done each year.

-RECEIVED the Golden Age Retreat report for September showing 17 male and 27 female residents.

-ADOPTED a Public Records Policy for the Commissioners Office.

-LEARNED from Commissioner Bob Herron he received a letter from the Ohio Department of Development advising commissioners the deadline for Colfor to fulfill its hiring requirement under a CDBG grant has been extended from June 2009 to June 32010. Herron noted Colfor fell short of the hiring requirement included in the grant and the state was seeking to recover $69,191.90 from Colfor, the village of Minerva (where the plant is located) and Carroll County Commissioners (the agency that applied for the grant).

-PASSED a motion to endorse the Senior Friendship Center’s half mill renewal levy that will appear on the Nov. 4 election ballot.

-CONDUCTED a department review with Clerk of Courts William “Bill” Wohlwend.

-DID not meet Oct. 13 due to the Columbus Day holiday.
