Project worthwhile, but won’t get support stamp

Commissioners support the pool upgrade project, but can’t put it in writing.

John Davis, a member of the Crossroads Resource Conservation and Development (RC&D)board visited commissioners last Thursday after they had recessed asking for their sponsorship of the pool project. Davis said RC&D can accept projects from either of the two sponsoring agencies in Carroll County: county commissioners or the Carroll Soil and Water Conservation District (SWCD), but one of the two must be the sponsoring agency. He said under the plan, RC&D would be the fiscal agent for one year, allow the Save Our Area Pool (SOAP) (the group the Veterans Club has selected to oversee the operation) to use RC&D’s 501C3 status for donations until the Vet’s Club can secure one, do grant writing and support the development of the pool for the community.

Commissioner President Larry Garner said Monday he checked with Prosecuting Attorney Donald Burns Jr. who sent a memo back stating “non fiscal sponsors are not recognized under Ohio law.”

“I guess this means we can’t be the sponsoring agent,” he said and recommended Davis approach the SWCD board with the request.

As commissioners were discussing the request, Davis entered the room. When told the memo from Burns, Davis said commissioners have sponsored several other projects in the past. “You appoint two members to the board and SWCD appoints two members. You are our sponsoring agencies. We need one of you to say this is a viable project for Carroll County.”

“The group wants to have the project ready by May of 2010 so they want to start working now while the weather is nice,” Davis continued. “Sandy (Chenal, RC&D coordinator) can also assist with obtaining the 501C3 status and can write grants.”

He said he would approach the SWCD board with the request.

In other business, commissioners:
-APPROVED a change order in the Community Development Block Grant (CDBG) Malvern waterline replacement project for an increase of $10,670 bringing the total cost of the project to $37,050. The increase was due to the need to purchase three additional valves and one hydrant. Commissioners also approved an extension of 26 days for the completion of the project until Aug. 21, 2009. Sheckler Excavating is the contractor for the project.

-APPROVED a Federal Aviation Administration grant for the Carroll County Airport for $57,950 to study and design airport runway safety improvements. The grant has a five percent local match that will be paid by the Airport Authority.

-ACCEPTED the following bids for demolition of four homes under the Neighborhood Stabilization Program: Extreme Demolition of Wellsville for the demolition of a bhome at 8196 Kensington Rd., Augusta, at a cost of $4,568; and Sheckler Excavating for the demolition of buildings at 3154 Apollo Rd., Carrollton, $4,880; 4 Hazelton St., Sherrodsville, $5,890; and 3457 Steubenville Rd., Carrollton, $5,950.

-APPROVED an increase in working hours from 35 to 40 hours per week for clerk Victoria Peoples due to increase in the workload in the commissioners’ office. Garner said programs such as the Neighborhood Stabilization and Sewer System upgrade have added additional duties to the clerks in the office.

- ANNOUNCED the Golden Age Retreat will host an open house Sept. 5 from 10 a.m. until 2 p.m.

-RENEWED a contract with Verizon Voice Maintenance from the period of May 12, 2009, through  May 11, 2020, at a cost of $1,803.36, which is $1,131.72 less than last year.

-APPROVED contracts with eight childcare providers as requested by Kate Offenberger, director of Carroll County Department of Job and Family Services.

-CONDUCTED budget reviews with the Carroll County Veterans Service Commissioner and Carroll County Coroner.

-RECEIVED the weekly dog pound report for the week of Aug. 17-22 showing 17 impounded, 18 tagged and two redeemed. Three citations were issued to owners without a dog license.

-RECEIVED a check for $1,500 from Sheriff Dale Williams for an old cruiser he sold to the village of Wellsville.

-LEARNED from Garner Burns cannot sign legal documents transferring grant money from the Carroll County Airport to the Coshocton Airport because Burns is not the attorney for the Carroll County Airport Authority.

-DECLARED a section of Brown Township a blight area for Community Development Block Grant Program (CDBG) purposes so commissioners can award $10,000 to the Brown Twp. Flood Mitigation Project.
