Will Carrollton Village Administrator Robert Fowler be staying or going?
The question was raised by Councilman Bob Dunlap during the Monday night meeting. Council members received Fowler’s letter of resignation April 29 when they convened for a special meeting regarding seismic testing.
Fowler cited personal reasons for his resignation, which is effective July 27. No action has been taken on the resignation to date. Dunlap wanted to know the status of the resignation to which Mayor Dave Flanary said, “We have had some discussion but I am waiting on a final answer from him (Fowler).” When questioned by Dunlap, Flanary said council will be notified by written letter if Fowler decides to withdraw his resignation and continue in his position. Council will also be told if there will be any changes in Fowler’s contract regarding a decision to continue in his current position. “There will be movement one way or the other in the very near future,” stated Flanary. Fowler commented, “They had planned to discuss it during this meeting.” Dunlap suggested the possibility of using a recruiting company to find a replacement if necessary.
In an unrelated matter, council passed an ordinance to hire a part-time office clerk. The previous two readings of the ordinance listed the position as a “part-time water clerk” with the change being made for the final reading. Dunlap questioned this stating he thought there was an urgency in getting help in the water department. The person in this position will answer to the Village Clerk Treasurer instead of the Village Administrator as originally stated. Rate of pay will be $9.50 per hour and will cross train to be able to work in any of the positions in the office. Work hours have not been set at this time but Flanary explained it will be 20 hours per week probably on an as needed basis. The mayor and clerk treasurer will begin going over applications. Dunlap voted no stating, “This was not the same story he heard before.”
In other business, council:
-APPROVED a recommendation from the Planning Commission to abandon a portion of an alley off N. High St. A building owned by Hannon Trust sits on a portion of the alley which ends at that point.
-HEARD from the finance committee the option of going online with the codified ordinances. Cost would be $30 per month with a $19.95 set up fee.
-SCHEDULED a public hearing for the 2010 budget for July 13 at 6:45 p.m. in council chambers. The hearing will be advertised in the July 2 issue of The FPS.
-LEARNED the paving should be completed this week. Fowler told council paving came in 300 ton lighter than the estimate and therefore the alley behind Bell Herron Middle School was paved.
-GRANTED permission to advertise for bids for the 2nd St. NW sewer line project and for a tractor for the water department. Advertising will be the weeks of July 2 and 9 with bids due July 22.
-PASSED an ordinance to apply for the Federal Emergency Management Agency’s Assistance to Firefighter’s Grant for rescue equipment for village fire department not to exceed $75,000.
-APPROVED a job description for the income tax administrator with work hours changed to 7:30 a.m. to 4 p.m. as per the policy & procedures manual.
-TABLED an ordinance regarding a lot split due to the survey not being completed.
-RECEIVED a quote of $500 to grade the village owned lot on Courtview Drive.
-PASSED an ordinance to enter into a contract with Stanley Miller Construction of East Sparta for the north water reservoir replacement at a cost of $697,354.
-APPROVED a change order for the S. Lisbon project. Once digging occurred plastic pipe was found the company had to dig an extra 40 feet for an additional charge of $933.92.
-APPLAUDED Councilwoman Sharon Ott and her family for plantings around the trees. Ott stated, “Next year we plan to put out yellow daylilies. This year we ask if there are plantings in front of your office, we would appreciate if they could be watered.”
-SET a water and sewer committee meeting for July 13 at 5:30 p.m.
-APPROVED payment of bills totaling $68,074.71 for vendors and $28,095.19 for payroll.
-SCHEDULED the next council meeting for July 13 at 7 p.m. in council chambers. |
