Carrollton council gearing for upcoming projects

Spring is in the air and several projects are in the line up for the Village of Carrollton.

Council members approved job and vehicle bids at Monday night’s meeting, where  Bob Dunlap, chairman of the water and sewer committee, told council M.J. Excavating was awarded the bid for the South Lisbon St. and Raley Ave. water line replacement project at a cost of $125,309.  Dunlap reported three bids were received for the new truck for the water department.  The bid went to Huebner Chevrolet for $25,133.50. 

Village Administrator Robert Fowler announced the village received a grant for $500,000 from the Ohio Public Works Commission (OPWC) and a zero percent loan for the matching amount for 30 years.  These monies are for the water tank replacement project to replace the water holding tank on Garfield Ave. and the underground storage tank.  Fowler explained the water tank project will move forward in two phases.  The underground storage tank for drinking water will be first on the agenda.

A grant for $440,000 and a zero percent loan for the matching amount was awarded to the village by OPWC for the storm sewer project.  These monies are for the storm sewer replacements throughout the village.   The design for the sewer line project on High St. has been completed and the village is looking for funds for this project. 

Paving bids were received for street paving throughout the village.  Central Allied appears to be the low  bidder but bids were tabled until a few issues within the bid can be verified. 

The contract with WSOS, a division of Ohio RCAP, was amended for $6,800 for the collection of data for the GIS project through Ohio University.  WSOS will hire an intern to collect data.  It was noted this data will help the water and sewer department save employee hours.

Kevin Host of the Hot Stove League requested permission to install dugouts and erect a concession stand at the village owned ball field at the Vet’s Park.  Host told Fowler the group would provide the labor and will collect the materials through donations.  Host would also like to work on the drainage issues at the field.  Council passed a motion to allow the work to proceed effective immediately.

In an unrelated matter, Demetrius Carrothers, supervisor of the social services unit at Carroll County Department of Job and Family Services (DJFS) asked council for permission to place “Pinwheels for Prevention” on the square during the month of April, which is Child Abuse Month.  Carrothers said 250 pinwheels would be placed, one for each case of child neglect or abuse that was reported in 2007.

A walk is being planned for April 4 (rain date April 18) around the downtown area to recognize child abuse.  Carrothers asked council for permission to hold this event and noted other events are planned throughout April.  Participants will be asked to wear the color blue for child abuse prevention.  Council approved a variance allowing the pinwheels and a sign to remain on the public square from April 4 through April 30.  Village ordinance states signs are only to be placed two weeks before the event and must be taken down one week after. 

In another matter, Village Administrator Robert Fowler was asked if he “still had his hat in the ring for the job at Wellsburg.”  Fowler said no and Councilman Dunlap told members of the press they are only allowed to ask questions regarding items on the agenda.

In other business, council:
-HEARD the legislative committee is looking into at-fault accidents to decide if the person responsible should be responsible for some of the cost.

-APPROVED an ordinance allowing the village to collect a video service provider fee from anyone providing cable TV, etc. to the village.  This amount is based on a percentage of the gross revenue not to exceed five percent.  Time Warner is the only provider at this time but this passage can allow more than one company to provide service.

-GRANTED a request to apply for a Community Development Block Grant (CDBG) through the Carroll County Commissioners for installation of sewer lines, not to exceed $45,000.

-PASSED a motion to apply for a CDBG through the Carroll County Commissioners to purchase new water lines, not to exceed $45,000.  This would ensure continued fire safety to village residents.

-HEARD the 2008 year end report from Mike Leslie, superintendent of the water and sewer department.

-LEARNED from Bill Grimes, street department supervisor that hot mix should become available in mid-April or the beginning of May.  He is in constant contact with the plant in Oneida to see when they will begin processing hot mix.  He stated, “We are doing the best we can at the present time.  At $110 a ton the cold patch, doesn’t go far.  Hot mix will stay  a lot better.”

-APPROVED payment of bills totaling $$48,762.63 for vendors and $29,447.64 for payroll.

-SCHEDULED the next council meeting for March 23 at 7 p.m. at the Municipal Building.
