The outside of the grandstand at the county fairgrounds has taken on a new look, now it’s time for renovations to the inside.
Carroll County Commissioner approved the bid of Gor Con Construction of Dover to complete work under Phase 2 of the project, known as the Community Center Project. Architect Bruce Widder said Gor Con Construction was not only the low bidder for the base bid, his figures for other options give the fairboard “the most work for the available funds.”
Widder said the fairboard has approximately $260,000 available for the project, which came to the county in the form of a Housing and Urban Development (HUD) grant, made possible with the assistance of Congressman Zack Space.
Gor Con’s base bid of $161,500 will cover the installation of six offices, a conference room and two restrooms in the south end of the grandstand along with a mechanical room (for furnaces, electrical, etc).
Widder said in order to get the most for the fairboard’s money, he bid several options separately and using those bid figures, he determined Gor Con will be able to provide a demising wall, lighting in the storage area, a liner ceiling in the new community room and new lighting and power in the community room.
The demising wall will be located on the east side of the building (inside) where the steps from the grandstand reach ground level. “There is an area inside where it’s too low to walk or you hit your head,” Widder explained. “The demising wall will separate the storage area from the conference room and will provide a gutter on the inside to drain water to the outside of the building. There will also be lighting installed in the storage area.”
A metal ceiling liner will be installed in the community room (large area under the grandstand west of the storage area) that will drain any water that accumulates from the grandstand seats into the gutter system and outside the building. The exposed steel columns in the building will also be painted and heat and air conditioning will be installed.
Of the seven contractors who bid on the project, Gon Cor was not only the lowest base bidder, but also will provide the most options.
“No other contractor gave me that much for the amount of money available,” Widder said. “There are some things we would like to have done, but the funding just doesn’t allow for it,” he said.
Contracts have to be signed and permits acquired before work can begin. “We hope to have the project completed by late spring or early summer,” he said.
In other business, commissioners:
-APPROVED a contract with Verizon for the purchase of equipment for the 911 Phase 2 project upon the recommendation of Sheriff Dale Williams. The sheriff said the 911 Committee met earlier in the week and approved a $71,131.82 contract that includes a five-year maintenance agreement worth $15,923.58.
“All the other quotes were over $160,000 and included equipment we already have,” he said. “We don’t need all the bells and whistles. We need the equipment necessary to be complaint with the state requirements.”
Williams said he recently learned the company doing the mapping for the system is ahead of schedule and may have it completed by the end of the year. If so, and the equipment is ordered from Verizon in the near future and installed, it could be up and running the first part of 2010.
-APPROVED a reduction in appropriations of $125,037, which was necessary after the Budget Commission reduced the budget by $300,000. President Larry Garner said half the amount was provided by $150,000 that had not been appropriated. Commissioners expect the latest sales tax figures to make up the difference between the $125,039 reduction and the $150,000 required cut.
-APPROVED contracts for the Department of Job and Family Services (DJFS) and approved a request for their mandated share of $70,389,90 to be paid in two payments, one by March 1, 2010, and the other by June 1, 2010.
-RECEIVED the Golden Age Retreat report for November showing 17 male and 29 female residents.
-APPROVED a one-time payroll incentive of $3,011.62 for Emergency Management Agency (DMA) Director Tom Cottis for completing required courses. |
