Commissioners begin process to purchase health dept. building

Carroll County Commissioners are moving forward with a proposal to purchase a building to house the county health department.

Following an 11-minute executive session last Thursday, commissioners agreed to hire Peck Shaffer and Williams of Columbus to secure a $400,000 bond for the possible purchase of a building located on Moody Ave., owned by Dr. Mark Lamielle. The health department is currently housed in the building, The lease expires Dec. 31, 2009.

Commissioner Tom Wheaton said the bond is the first step in securing a grant from the United States Department of Agriculture to possibly purchase the building. “We have a paper stating we have first right of refusal until July 15 for the building, but we do not have a signed contract or a purchase price,” he said.

The 30-year loan would be for one percent over the prime interest rate. The health department and the Help Me Grow program are both housed in the building. The health department moved into the building in 2000 and shared space with the Carroll County Visiting Nurse Association. Since that time, the Visiting Nurse Association has relocated and the health department and Help Me Grow occupy both floors. Wheaton said commissioners would save about $20,000 per year by purchasing the building.

In an unrelated matter, Regional Planning Director Ed Warner said the new flood plain maps have arrived. He has scheduled a public unveiling and question session July 27 from 4-7 p.m. at the Senior Citizens Friendship Center at the county fairgrounds. Warner said the public is urged to attend, view the new maps and ask any questions they may have. “There are some properties included in the new maps that were not before and some properties that were included before are not included now,” Warner said. “I am urging people to come view the maps and make comments at the public unveiling.”

Warner said elected officials can view the maps that day from 2-4 p.m. He expects officials from the Ohio Department of Natural Resources Division of Water to be on hand along with representatives from the Federal Emergency Management Agency (FEMA).

In other business, commissioners:
-OPENED nine proposals from engineering firms in response to the request for qualifications for the proposed water and wastewater project at the Commerce Park. A decision is expected to be made July 2.

-AWARDED the contract for the Malvern waterline replacement project to Sheckler Excavating, which submitted the low bid of $26,380. Work is to begin July 6 and be completed by Aug. 6. The project is funded with Community Development Bock Grant (CDBG) formula funds.

-ANNOUNCED the courthouse will be closed July 3 in observance of Independence Day.

-WERE visited by Richard “Dick” Ferguson of Malvern, who expressed concern over a cemetery in Malvern that is not being maintained, but contains the graves of veterans. Ferguson is going to contact Prosecuting Attorney Donald Burns to see who is responsible for the cemetery before moving forward.

-RECEIVED the weekly dog pound report for June 22-28 showing 10 impounded, 10 tagged, one redeemed and one pitbull put to sleep. There were six citations for no license.

-REJECTED qualification information from two engineering firms for the water and wastewater project at the Commerce Park because they were received after the 9:30 a.m. deadline June 25. Both firms will be notified.

-HEARD a report from Sonya Leggett and Vicki Peoples on their recent training day and topics covered at the session, held at Knickers Restaurant.

-APPOINTED Doyle Hawk as the commissioners’ representative for the Connect Ohio project and Tom Wheaton as the backup.
