ODOT squelches traffic light rumor

The traffic light at the intersection of N. Lisbon St. and 2nd St. N.E. is not going anywhere.

Village Administrator Robert Fowler told Carrollton Council last week WD Partners from Dublin has been hired as engineers for the traffic signal project. 

Fowler said he has been talking with the Ohio Department of Transportation (ODOT) regarding the traffic signal at the N. Lisbon and 2nd St. intersection.  At previous meetings, Fowler stated he disagrees with ODOT’s evaluation of the traffic signal and is working with them to replace and retain the signal due to the large number of students crossing from the elementary and high school.

However, when speaking with District 11 representatives Greg Gurney, planning administrator, Rodney Wilson, traffic program manager and Becky McCarty, public information officer, they said ODOT has no plans to remove the light. 

“We are continuing to do warrant analysis’ at this time to see if the light qualifies for upgrading.  We should have results within the next two weeks,” stated Wilson.  With over $800,000 being awarded through the Stimulus package, traffic signals must meet certain warrants to be eligible for upgrading.  The light at the intersection does not meet any of those 13 warrants.  

The upgrades include motion sensors and preemption for emergencies, new light-emitting diodes (LEDs) which are more energy efficient, back plates to make the lights more visible to the driver and where needed, new light poles. 

The group said, “What we want to stress to you is we are not removing the traffic signal, we may not be able to upgrade it.”  For a village, such as Carrollton, to install traffic signals on a state road, they must have ODOT’s permission.  Once the lights are installed, ODOT considers the signals property of the village.  The group continued, “A village does not need ODOT permission to remove a light on a state road.  We are not removing lights, if a light is removed it is because the village wanted it removed.”

In other business, council:
-LEARNED from Village Fire Chief Tom Mesler that the department is working on a grant to purchase a new rescue truck.

-APPROVED a request from Carrollton Garden Club for $400 to be used over a two year period for flowers on the square.

-GRANTED Relay for Life permission to “paint the town purple.”  Decorations can be put up June 5 and must be taken down by June 26.  Relay for Life is scheduled for June 19 and 20 at the Carroll County Fairgrounds.

-AWARDED the water tank bid to Stanley Miller of East Sparta for $697,354.

-THANKED Margaret Mesler and Bill and Cyndy Wells for their donations to the Students Against Drunk Driving event held the Thursday before Carrollton’s prom.

-GRANTED permission to the Carrollton Civic Club to close the alley from 2nd St. to the rear entrance of Ashton’s 5&10 Store July 10 for a Rally in the Alley.  Councilmembers Bob Dunlap and Lynn Poplin abstained.

-HEARD the specifications for the trash contract are being reviewed and should go to bid in July.

-LEARNED the salt bid for 2009-2010 is $68 a ton.  Fowler is going to look for a lower price.

-WAS told the Ohio Department of Job and Family Services  (ODJFS) will be sending six students to work for the village for 10 weeks.  They will work on projects such as weedeating, painting and siding the restrooms at Ann Green Park.  ODJFS will pay their wages.

-REFUSED  a request from the Carroll County Commissioners to pay $2,995.50 for legal fees regarding the Landfill.

-APPROVED a request for a sewer tap at McElroy St. contingent with signing of proper documents.

-SCHEDULED a water and sewer committee meeting June 8 at 6 p.m.

-PASSED ordinances to enter into a contract to design and replace a waterline for the fairgrounds and other customers along SR9, not to exceed $17,000; to enter into a contract with Engineer Assoc. to design waterline replacements for 4th St. SE. and two new waterwells; enter into a contract with J&D Mining for street paving not to exceed $255,000; enter into a contract with Engineering Assoc. to design and construct improvements for storm sewer problem areas for $135,000 with the village coming up with $20-25,000 for the project; and to enter into an agreement with Ohio Water Development Authority for construction of a water tank.

-HEARD first reading job description for a part-time water clerk; job description for the income tax administrator and for a lot split for the Robert Stewart property.

-LEARNED from Councilman John Yeager of problems with the seismic testing such as glass in large windows shaking when the trucks passed.

-APPROVED payment of bills totaling $63,485.06 for vendors and $28,037.62 for payroll.

-SET the next council meeting for June 8 at 7 p.m. in council chambers.
