Council adds two firefighters

FPS staff report

Carrollton council agreed to add two new firefighters and one new clerk to the village roster at the meeting Monday night.

Robert McIntire and Shon Compston were hired as members of Carrollton Village Fire Department with the recommendation of Fire Chief Tom Mesler.  Both men have received complete training and were previously with Fox Township Fire Dept.

A new position is to be filled after council agreed to hire a part time village water and sewer clerk.  Applications for the new position will be accepted until June 1 at 4 p.m. at village hall.  Council refused to call the position a temporary position but wouldn’t call it a permanent position either.  Council is unsure how long the position will be for, saying the length of time will be determined at a later date.

Council approved the emergency ordinance to accept the combination loan and grant agreement for a total of $5.9 million to build the new wastewater treatment facility for the village.

Other improvements in the village are nearing completion according to Water Superintendent Mike Leslie.  The line work being done on S. Lisbon Street, Scio Rd., and Raley Ave. should both be finished in a week.

Council approved the final reading of an ordinance accepting a $10,500 grant from the Ohio Department of Development.  Funds will be used for making the front entrance to village hall handicapped accessible with automatic doors.

Village Administrator Robert Fowler said he met with the Ohio Department of Transportation (ODOT) and evaluations have been done for the new traffic signals to be installed in the village.  Fowler disagreed with ODOT’s evaluation that the signal at 2nd and Lisbon St is not necessary.  Fowler said he is continuing to make ODOT consider replacing and retaining that traffic light due to the high number of students crossing from the near by high school and elementary school in that area.

In other business, council:
-DID not take action on the resignation of Village Administrator Robert Fowler whose resignation council members found in their mailboxes before a special meeting April 29.

-AWARDED the paving projects to J. D. Mining of Magnolia at a cost of $89.50 per ton for asphalt.  Council plans on paving projects totaling about $255,000, $100,00 of which will be an Ohio Department of Natural Resources grant.

-HEARD Village Clerk Judi Noble is working on the budget for 2010 and department heads should submit their “wish lists” to her soon.

-APPROVED a request new business owner Donna Saur to place a small table and chairs in front of her new Deli.  The shop, located on the square, is set to open July 6.

-GRANTED Keith Uruski permission to perform seismic testing on an approximately one-mile stretch of Canton Rd. during the next week or so.

-AGREED to allow the bloodmobile to park the wrong way on 3rd St. NE, in front of the high school during blood drives.  The backward parking enables participants to exit the bus on the side of the sidewalk and not the traffic side.

-LEARNED water tank bids have been extended until May 15 at 10:30 a.m.

-WENT into executive session to discuss the employment of personnel, possible purchase of land, and possible discipline or termination of an employee.

-SCHEDULED a legislative committee, May 21 at 7:30 p.m.; street and alley committee, May 26 at 6 p.m.; water and sewer committee, May 26 6:30 p.m. and Finance Committee-May 26 8:30 p.m.

-SET the next council meeting for Tuesday, May 26 at 7 p.m. in council chambers.
