Resident blames flooding on village

With rain predicted Wednesday, Jason Smith may have a flooded yard again.

Carrollton council members heard of Smith’s plight at the Monday night meeting.  Smith resides at 819 Courtview Dr., Carrollton, in front of a lot owned by the village.  The lot was donated to the village and Smith told council work done by the village is causing his backyard to flood. 

According to Smith the village-owned lot had a casual slope when it was donated but has had excess dirt, bricks and concrete dumped on it causing the water to run into his yard and flood.  The village installed three catch basins on Smith’s property to try to alleviate the problem.  Smith said, “My kids can’t play on their swing set or trampoline because the ground is mush due to all the water.” Mayor Dave Flanary told Smith he will have Bill Grimes, street superintendent, and the street and alley committee look into the situation and find a solution.

In another matter, Councilwoman Sharon Ott told members she was very impressed by how good the hill coming up SR 43 N into town looks since someone took the time to pick the trash up.  Ott was told Dollar General Market was responsible and she and fellow Councilwoman Mary Ann Miller stated, “We thank Dollar General for a wonderful job and want them to know they are appreciated.” 

Ott also stated cleaning up the village is not just one person’s job.  She encouraged anyone “if you see trash, pick it up.”  Mayor Flanary reported trustees cleaned trash along Alamo Rd. toward Bluebird Farm.

Street paving was a topic of discussion.  Street and Alley chairman John Yeager told council they are not awarding any paving bids at this time but plan to rebid the job.  Yeager stated the previous bid was priced by the ton of asphalt laid and square footage for grinding with no particular streets named.  The committee is going to choose the streets to be paved and ask for bids for those specific streets.  The committee feels some of the streets may not need grinding and the village may save money on the project.

In other business, council:
-WENT into executive session for 15 minutes for imminent litigation.
-APPROVED a request to allow $380 from the storm water fund to be used to install a storm basin on the west side of SR 332.  The Ohio Department of Transportation will be helping with this project, which will be an asset to the village.

-LEARNED a Community Development Block Grant public hearing will be held April 13 at 6 p.m.

-GRANTED a variance for Rick Hemming property on Courtview Dr. with a letter of affirmation from Donald Lalinsky regarding lot restrictions.

-RECEIVED $10,500 from Ohio Department of Development for entrance modifications to the Municipal Building to ensure access to those with disabilities.

-WAS TOLD the village received three Automated External Defibrillators  (AED) from the Muskingum Lakes American Red Cross.  Two will be placed with the police department in the safety building and one will remain in the Municipal Building.  When asked if there is any inherited responsibility with receiving these AEDs, Village Administrator Robert Fowler told council,

“The police respond to every medical run.  The AED is a tool in their tool kit they can use if needed.”  Red Cross will provide free training on operating this equipment.

-HEARD first reading of an application for Housing & Urban Development CDBG water and sanitary sewer grant and ordinance establishing an employee appearance policy.

-SCHEDULED a finance committee meeting April 2 at 7 p.m.; legislative committee will follow at 7:30 p.m.

-PASSED an emergency resolution to amend appropriations in sewer for $160,000 for engineering services; $400, legal advertising and $400, supplies and in fire, $250 for education.

-SET a records commission meeting April 13 at 6: 45 p.m.

-HEARD a request from Hot Stove League to split the cost of installing a new fence from foul line to foul line at the field owned by the village at the Vet’s Club Park.  Total cost would be $2,858.  A local contractor has agreed to donate labor for free.  The request has been sent to the finance committee.

-LEARNED the timing of the traffic lights in the village is being addressed.  Fowler told council Parem Electric would be in town March 24 to review the system.  Fowler is working on securing $870,000 to redo all the traffic lights and cross walks in the village.  He hopes to have trip light traffic lights installed through out the village.

-SCHEDULED a water and sewer committee meeting April 13 at 5:30 p.m. and street and alley will meet at 6:30 p.m.  Discussion will include increasing sewer rates for 2010 and street paving.

-WAS TOLD the Carrollton Civic Club will be spreading mulch at Kiddie Land Park and the park will officially open the first weekend in April.

-HEARD second readings of the following ordinances:  policy & procedure manual, employee vacation; contract with WSOS; bid for water lines; work on S. Lisbon and Raley Ave.; purchase of a water and sewer truck and accepting a loan and grant from Ohio Public Works Commission. 

-APPROVED payment of bills totaling $32,925.19 for vendors and $40,502.52 for payroll,

-SCHEDULED the next Carrollton Council meeting April 13 at 7 p.m. in the Municipal Building.
