New councilman takes oath in Dellroy

The oath of office was administered to a new councilman at Monday night’s meeting of Dellroy Village Council.

Mayor Robert Smith administered the oath to Robert Hanshaw, who is filling the term of Tim Barnhouse which expires Dec. 31, 2011.

After welcoming Hanshaw, Village Solicitor Ken Welch advised Hanshaw that he could immediately vote on issues brought before Council. As it turned out, Hanshaw’s vote brought Council to a hung decision on one of its first matters.

Resuming a discussion that began at the February meeting, Council debated the pros and cons of purchasing airbags to more evenly distribute the weight of salt on the village’s truck when it is fully loaded.

Councilman Joe Mabie suggested loading less salt onto the truck, but Village Administrator John Evans reported that doing this would essentially defeat the purpose of having purchased the larger bed.

After some discussion, Council Member Chris Modranski made a motion to make the purchase in the estimated amount of $445.99. Councilman Dave Lucas seconded the motion which met with favor from Councilman Jim West. However, the remaining Council members, Kay Onstott, Joe Mabie and Hanshaw all voted against, bringing the vote to a 3-3 tie.

Solicitor Ken Welch advised Mayor Smith that he needed to vote yes, no or to abstain. After some consideration, Smith voted in favor, citing that he felt after operating the loaded truck himself that the airbags are needed for safety reasons.

In other business, Council:
- AGREED to order 25 tons of salt through the village of Carrollton for road maintenance next year.

- APPROVED purchase orders in the amount of $513.13 and other expenditures in the amount of $3,873.51.

- HEARD a brief presentation from Sonja Leggett of the Carroll County Commissioners Fair Housing Board.

- DISCUSSED the purchase of a steel plate measuring 4x4x3/4 inches and approved the purchase with an expenditure of up to $290 from Sparta Steel, if this item cannot be obtained for less.

- DICUSSED prioritizing the village streets and alleys that need to be paved this season.

- SET the next regular meeting for Monday, April 13, at 7 p.m.
