Carrollton council members were given a date for a peaceful protest march to be held Nov. 1 for “Stop the Carrollton Gassing.”
Robin McClelland, a representative of Ohio SPCA told members the group would like to use the gazebo to gather signatures for their campaign and hold the protest march Nov. 1. Council approved the use of the gazebo for gathering signatures but would not approve the request to hold the march. McClelland has been unable to contact Police Chief Ron Yeager to discuss the route and safety concerns. Members directed McClelland to get approval for the route and present that information to the next meeting.
McClelland spoke with council regarding soliciting signatures in the village and whether or not a permit was needed to go door-to-door. According to village ordinances, the group does not need a permit. Members of several different organizations from outside county will be soliciting residents from Sept. 27 - Nov. 30. These signatures will then be presented to County Commissioners, “by a county resident” remarked McClelland.
In an unrelated matter, Mayor Dave Flanary told council the village fire department was called to a large structure fire on Alamo Rd. that afternoon. He stated, “I want to thank Dellroy Fire Department for sending manpower to cover village territory while they were on that call.” Dellroy sent two trucks and five firemen to the village station to be on hand if they were needed elsewhere in the village coverage area.
In other business, council:
-ANNOUNCED leaf pick-up will begin Sept. 26. Residents are reminded to call the municipal building Monday-Thursday to schedule pick-up. The street department will pick up bagged leaves. Leaf pick up will continue every other Friday through November.
-GRANTED approval to the Carroll County Animal Protection League to place signs announcing their bazaar Oct. 11 and 12 on the square. Signs may go up Sept. 29.
-LEARNED a new computer tower has been ordered for Clerk Judi Noble. The tower will come from Dell at a cost of $663. It is cheaper to buy a new tower than to repair the old one, which has been repaired before.
-HEARD from Village Administrator Robert Fowler regarding a grant from the United States Department of Agriculture. The village was approved for $60,000 for a rescue truck for Carrollton Village Fire Department. Fowler explained the village is just approved and not obligated to take the money. He told council they have two years to make a decision.
A loan would be obtained for the additional $240,000 needed. According to Fowler, the interest rate would be around 4% but is expected to go down in October. Councilman John Yeager advised Fowler to check into a municipal loan for possibly lower rates.
-GRANTED permission to the Carroll County Historical Society to hang two banners on the square advertising the Algonquin Mill Festival.
-WAS advised political signs are not to be displayed until 30 days before the election. Police officers will remove signs placed before Oct. 4.
-APPROVED a request to extend the bid date to Oct. 3 at 4 p.m. for the police cruiser.
-LEARNED Mayor Flanary is in the process of setting up interviews for part-time police officers.
-HEARD from Councilwoman Sharon Ott regarding potholes on Main St. by National City Bank and in front of McDonald’s. Ott told council she has received calls inquiring about getting the holes fixed.
-SCHEDULED a legislative committee meeting for Oct. 8 at 5:30 p.m.
-RECEIVED a request from Sheriff Dale R. Williams. He would like to have trustees prune trees and pull weeds in the downtown area. The street department would collect the branches and trimmings.
-WAS told a Halloween party will be held in the gymnasium of Carrollton High School at 7:30 p.m. after trick or treat Oct. 30.
-HEARD second readings of ordinances for the job description for the building and zoning inspector; for repair of the salt bin roof; pay for water certifications; to raise meal reimbursements and to amend the employee discipline policy in the policy and procedures manual.
-DIRECTED the solicitor to draw up an ordinance for the relocation of an unused sewer easement on a 6th St. property.
APPROVED payment of bills totaling $88,280.03 for vendors and $41,535.89 for payroll. |
