Courthouse bell tower repairs postponed; must be bid

Carroll County Commissioners will have to bid repairs to the courthouse bell tower.

Commissioner Doyle Hawk said Monday he received an opinion from Prosecuting Attorney Donald Burns noting even if the repairs are considered an emergency, they must be bid because the estimated cost is in excess of the state’s requirement for bids.

Commissioners received a proposal last week from The Traditions Group in Dublin, OH, to clean out the bell tower and repair it in two phases. The first phase was to clean the pigeon droppings from the tower which was estimated to take about two weeks and to secure the tower to Occupational Safety and Health Administration (OSHA) guidelines. The second phase was to repair the tower and clock.

Repair of the tower has been the topic of conversation several times during the past year since needed repairs came to light.

Hawk was to meet with an engineer Monday afternoon to discuss the project.

In other business, commissioners:
-SIGNED Road Use Maintenance Agreements for the following projects:

Dominion East Ohio for use of Brussell, Cobbler, Ming and Channel roads for ingress and egress from the Graham Gathering Line for the construction of oil and gas pipelines;

Cardinal Gas Services for use of Bay, Cinder and Snail roads for ingress and egress from the Tanner Well Connect to construct oil and gas pipelines; Chesapeake Energy to use March Rd. for the construction of the Hawk well site; and for Cardinal Gas Services to use Andora, Aurora, Reef and March roads for the construction of the Patterson Phase I pipeline.

-Approved the following right-of-way permits:

Cardinal Gas Services to install a six-inch pipeline under Snail Rd. for the Tanner Well site, to install a six-inch pipeline under Cinder Rd. and for driveway permits on Cinder and Snail roads. Chesapeake Energy LLC to install a driveway on March Rd. for the Hawk well site; CTL Engineering to do geotechnical borings on March Rd. for Hawk 2 well site; Cardinal Gas Services to install a 10-inch pipeline under Reef, Aurora and Andora roads and to install driveways on Reef, Aurora and Andora roads, all in connection with the Patterson Phase I Pipeline.

Also to install a six-inch pipeline under Mecca Rd. and driveways on Mecca Rd. associated with the Coniglio well site; and for Chesapeake Energy LLC to install a driveway on Flint Rd. for the Silvius drilling pad.

-GRANTED approval for Commissioner Tom Wheaton to proceed with contract negotiations with Cue Band to provide high speed internet service to Carroll County.

-DID not request a hearing on a liquor permit for Dock at Atwood Lake doing business as The Dock Waterfront Grill at Atwood Lake on SR 542 north of Dellroy.

-ARE reviewing the lease agreement with Radius Hospitality to operate Atwood Lodge.

-MET in executive session with Ken Joseph to discuss the sale of real estate with no action.

-MET in executive session with Recorder Patricia Oyer to discuss personnel with no action.
