Carrollton Mail Carrier Carl Campbell was bundled up against the cold as he started out on his downtown route Tuesday morning. The thermometer on the PNC Bank building reported the temperature at 11 degrees in the sun, but meteorologists said with the wind chill, the temperate was below the zero mark. The cold weather is expected to last throughout the week.
